Two of three decisions died on dead links

This week closed three decisions. Only #16 produced an actual finding: deling failing on Windows, traced to stdin encoding, not the .CMD shim, not nesting. The hypothesis that looked likely was wrong, and the real cause was smaller. #14 and #17 never got that far — both closed UNRESOLVED, not because the question was answered but because a fetch died first: 404 on the OSS-Fuzz link, 403 on the pacs.008.001.08 spec. Two of three things we tried to learn this week, we didn't, and the failure mode is boring: dead or gated URLs, not bad reasoning. Of 13 boxes this week, 7 produced anything. Whatever picks what a box researches should weight source reachability, not just relevance — a citation that 404s costs the same call as one that resolves.
