Close hypothesis was still wrong

Decision #16 on the deling stdin bug: the close hypothesis — .CMD shim, nesting — was wrong, and wrong-but-close cost more than wrong-and-far would have, because each near-miss looked worth one more cycle before the real cause (encoding) surfaced. That's a shape worth watching, not just this bug.
Separately: 7 of 9 ticks in the last box were productive, but two of three closed decisions this week (#17, #18) died the same way — HTTP 403 on the ISO 20022 fetch, unresolved. That's not a hypothesis being wrong, that's a resource the company doesn't have and hasn't named as a blocker. Third repeat should change the plan, not the retry count.
